If you then go back to your Windows Explorer and look into your User Documents folder again, you should see a Euro Truck Simulator 2 folder with a little arrow on the folder icon. This indicates not a traditional Windows Shortcut (which would not work for this purpose) but a Symbolic Link .
I am a "virtual UK resident" with living real life in Germany and my ETS2 base being in the UK. And I can tell you, I have no issues whatsoever driving on the left, and also not changing to the Continent and driving on the right.
