Lex is smarter than Bats definitely (not by an amount that makes it unbelievable that Batman could take Supes when Lex can't though), but Batman Knows Superman better than anyone in the universe. He continued to be a Superman villain throughout the Silver Age. Other media like cartoons also utilized Toyman in the same manner. In the late 90s, DC tried to turn him into a darker character and even battled Batman and got committed to Arkham Asylum.
